  3. Substitute the fact-sheet values into the master letter’s placeholders.
  4. Run the CEO-personalization research per board-member-research.qmd and fill in Section 6.
  5. Counsel reviews (counsel-outreach.qmd).
  6. Mail by certified return receipt to the corporate secretary address below.

Each fact sheet contains everything that varies per contractor. The legal theory, the macroeconomic argument, and the proposed resolution are identical across all eight and live in the master letter.
